[Solved] Tooltip always displaying (on desktop)

Hey guys,
I'm looking for a way to display the tooltip in a constant position, even when the web page itself is minimized (so it would seem like the tooltip is displaying on the desktop).

How can I achieve this?

What I'm trying to accomplish is quite simple- displaying the tooltip even if the page itself is minimized (something like how outlook notifyies you about new mail even though the outlook window itself might be minimized).
It's like seperating between the window and the tooltip, so the tooltip will be on it's own.
